Noted United States Congressman, John Saylor was born July 23, 1908 on a farm outside of Johnstown, PA. He was the son of Minerva Phillips Saylor, a teacher, and attorney. Saylor graduated from Dickinson Law School in 1933. He was the first elected to the House of Representatives in 1949, and reelected each consecutive term until his death in 1973.

Congressman Saylor's papers were donated to IUP in 1973. He was one of the leading conservationists of his day, and much of the collection deals with environmental issues, including mining, water projects, wildlife, and national parks.
